How Best to Proceed?

There has been a lot of talk for another month on the subject of this project, but little in the way of substantiative action to report.
The Phase I successful RTU vendor paid a visit to top management within the wastewater department to express their interest in the project. Some promising statements were made by top management regarding fast-tracking things to break the project free and move forward, however a follow-up conversation the next week was less hopeful.
There have been several reports that a distributed control system is being seriously considered for additional work in the treatment plants. How this might affect our project working with pumping stations is unknown.
We took telephone calls regarding the alarm system and what type of cell phone would be best suited, for which we re-transmitted recommendations made several months prior.
A group of top management within the department and their hired waste water engineering program manager visited the last installed site. Their purpose is unknown; perhaps they had accepted an invitation to visit the station that was extended by department operations management in December when we completed the conversion. We have a call into the program manager for an update.....
It appears there is not consensus among all those involved on how best to proceed.
