Separating 'States' from 'Modes'

Separation of “States” from “Modes” sometimes is difficult and may be in the “eye of the beholder.” States are often achieved because of the mode of control, and states are also often function specific. Status /,State are also often interchangeable.
Mode has become so ingrained in different industries that I don’t think it will be possible to remove it, so if we can not get rid of it we might as well figure out how to leverage the way it is used.
Mode of Control is the WHAT TO DO and has a much greater scope than the Mode of Action and will influence multiple Control Components. The “sanitize” mode is not the same thing as the “sanitized state.” Just being in the sanitize mode does not guarantee you will get to a “sanitized state” but it is the way to achieve that state by the means described in a control strategy to get “sanitized.”
Mode of Action is the HOW TO DO on a level that has a very limited scope, in the current thinking it is a single Control Component that may or may not interact with the mode of control.
