Identifying critical assets, as required in CIP-002 R1 and R2, is the foundation of CIP compliance for all NERC-registered entities. There have been three recent developments that suggest that all entities should take a new look at their critical asset identification methodology, whether or not they have already made this identification:
• NERC approved version 2 of the CIP Reliability Standards, including revisions to CIP-002-1. • The NERC CIP Committee considered at its March, 2009 meeting the latest draft set of guidelines for identifying critical assets. [These guidelines are still under development.] See http://www.nerc.com/filez/cipmin.html. • Michael Assante, the Chief Security Officer of NERC, published in April 2009 a letter to the industry (http://www.nerc.com/fileUploads/File/News/CIP-002-Identification-Letter-040709.pdf) questioning whether they have done a good enough job of identifying critical assets, especially on the generation side. Members of Congress have repeated these questions.
