Moving Forward

It appears we are moving toward some action regarding the hung Phase II portion of this project. The primary consultant is presenting a draft of an RFP this week for the City's review. The scope is expected to include modifying existing panels rather than replacing them, employing the City's preferred and widely installed special purpose RTUs. This is likely to be similar to the recently completed pump station completed on an emergency basis (see December entries) which served as the test case for modify rather than replace.

The timeline we have heard is to have proposals in within the next two months. Time will tell.

How Best to Proceed?

There has been a lot of talk for another month on the subject of this project, but little in the way of substantiative action to report.

The Phase I successful RTU vendor paid a visit to top management within the wastewater department to express their interest in the project. Some promising statements were made by top management regarding fast-tracking things to break the project free and move forward, however a follow-up conversation the next week was less hopeful.

There have been several reports that a distributed control system is being seriously considered for additional work in the treatment plants. How this might affect our project working with pumping stations is unknown.

No Quick Solutions.....

Met with the prime engineering consultant for two days last week to discuss the yet to be awarded Phase II portion of the project. Re-examined changes requested and suggested, visited newly converted lift station as well as an un-converted site to provide a comparison. Prime consultant's SCADA specialist performed a site visit of the data center housing the central SCADA installation as well as our facilities.

The objective now is to get the original sub-consultant to modify and re-issue the plans and specifications for a rebid of this phase.

Received a call from the Phase II sub-consultant looking for a status report on all this; redirected to the prime consultant.

The wheels continue to turn slowly.....

Hmm. Discussed our proposal last week with the prime engineering consultant. The City appears interested in pursuing, however there is the issue of a pre-existing engineering contract on the phase in question with another sub-consultant that dates back prior to any of the current parties being involved in the project.

We were asked to meet in the near future with the prime consultant to detail the recommended changes we have proposed. In particular, the issue is how these might be integrated into the original design of the sub-consultant. This is required as this sub-consultant still has a C&A contract in place (ie, contract to assure specification compliance) for this portion of the project.
