Associated Electric Cooperative selects control platform for Chouteau 2 power plant

Electric utility known for its high efficiency awards contract to Siemens Energy to supply SPPA-T3000 control system.

Associated Electric Cooperative, Inc. (AECI), is known for its high-efficiency generating plants. Its Chouteau facility east of Tulsa in Pryor, OK is among the top 20 combined-cycle plants nationally. AECI has awarded a contract to Siemens Energy Instrumentation, Controls & Electrical to supply and install its Power Plant Automation T3000 (SPPA-T3000) control system for Choteau's unit 2 which is under construction. This new plant will use Siemens turbines, including two SGT6-4000F gas turbines and one SST5-5000 steam turbine. Siemens will upgrade the control systems for all three turbines, and also provide the balance of plant (BOP) controls using the SPPA-T3000 control system. The scope of supply also includes upgrading the existing excitation systems and starting frequency converters (SES/SFC).

AECI is building this new unit to meet projected energy requirements. Recent forecasts suggest that its existing generating assets will not be enough to meet expected growth in demand. Chouteau 2 is expected to be completed in 2011 and will serve communities in northeast OK, southeast IA, and rural MO.

" Siemens Energy recognizes that capital investment is a priority in every market, including power generation. Life cycle management for automation systems is especially critical because these controls are a vital component in the overall efficiency of the whole enterprise,'' says Joerg Holzapfel, general manager of Siemens Energy, Instrumentation, Controls & Electrical. "Siemens Energy, through its SPPA-T3000 control system, offers a cost-effective solution for power plants that not only delivers outstanding performance, but also offers the greatest versatility to respond to future requirements.''

Siemens says its SPPA-T3000 is a Web-based power plant instrumentation and control system specifically designed to implement power plant and turbine controls on a common control platform. The system can be integrated into existing IT landscapes, independent of the original equipment manufacturer, to provide real-time functionalities for operations, engineering, diagnostics, archiving, alarms, and field devices. With a secured Oracle Java-enabled interface, authorized users can gain access securely at virtually any time from virtually any location. In addition, embedded component services technology can help simplify power plant operation and maintenance and enable plant operators to run individual power plant units in a flexible operating mode to match the demand.
