New project: Saudi refinery/petrochem pushes size boundries

The Rabigh Integrated Refining and Petrochemical Complex on the Red Sea coast of Saudi Arabia is an enormous upgrade and construction project, slated for completion in the second half of 2008. A joint venture of Saudi Aramco and Sumitomo Chemical, the project will enhance an existing oil refinery and add a new petrochemical complex that will annually produce 1.3 million tons of ethylene and 2.4 million tons of petrochemical derivatives such as polyethylene and polypropylene. The new complex will be fully integrated with the existing refinery, which is currently undergoing an upgrade to a more sophisticated configuration.

Foster Wheeler Ltd . and its subsidiaries will be handling the engineering, procurement and construction duties, continuing its earlier efforts with the original feasibility studies and front-end engineering design. Their construction scope includes all areas of production and infrastructure, including power distribution, process and utility piping, control rooms, and reconfiguration of existing storage tanks.

Yokogawa is providing the main control architecture, and has identified this as its largest order ever received for a single project. The scope of supply includes its Centum CS3000 R3 integrated production control system, ProSafe-RS safety instrumented system, plant resource manager (PRM), DPharp EJA pressure/differential pressure transmitter, and OmegaLand integrated dynamic simulation environment.

Yokogawa has selected Pepperl+Fuchs to provide all the wiring infrastructure for the fieldbus networks, including its redundant FieldConnex power hub system and advanced diagnostic modules (ADM). Using this equipment, the company says installers will be able to use a commissioning wizard that automatically documents and establishes alarm limits. This feature saves repetitive and labor-intensive work, and provides vital data during future troubleshooting and maintenance procedures.
